To formulate the problem correctly in decision making Techniques, first you know the exact nature of the problem. A problem is exist when we have the following characteristics or the conditions are satisfied.

1. There must be an individual group which has some problems.
2. Main thing is that every problem has some known Objectives to attained or find the solution of the problem.
3. There must be some of the alternatives means sunch as (that is to be action alternatively) for obtaining the Objective wishes to attain it.
4. There must be some environment(s) to which the difficulty pertains

The nature of the problem must be understood in context to the above points before formulation of the problem takes place.

The task of formulating the problem consists in making various components of the problem explict.
